Since IRCC's March 1, 2026 changes, eligibility rules for spousal open work permits (OWPs) have been revised. Here's what changed and how to determine if you qualify.

New Spousal OWP Rules โ€” March 2026

Since March 1, 2026, a spousal OWP is only granted when the principal permit holder holds a position classified as TEER 0 or TEER 1 under NOC 2021. This restriction was introduced to reduce pressure on Canada's labour market and affects many couples where the principal applicant works in TEER 2 or 3 occupations.
