What is a study permit?

A study permit is an official document issued by Immigration, Refugees and Citizenship Canada (IRCC) that authorizes foreign nationals to study at a Canadian educational institution for a period exceeding 6 months.

Only designated learning institutions (DLIs) are authorized to accept international students. Canadian universities, colleges, and CEGEPs are all on this list.

If you are studying in Quebec, an additional step is required: obtaining the Certificat d'Acceptation du Québec (CAQ), issued by the Ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI), before you can submit your federal application to IRCC.

Another often-overlooked advantage: study permit holders may work up to 24 hours per week during their study sessions (outside academic breaks), without needing a separate work permit.

Processing Times 2026 — Study Permit & CAQ

Processing times depend on your country of residence, the institution, and your chosen stream. These are 2026 realistic estimates — apply at least 6 months before your program start date.

CAQ — QUEBEC

CAQ — Quebec Acceptance Certificate

4 to 6 weeks — Required before applying to IRCC if studying in Quebec in a program longer than 6 months. Since 2024, the CAQ is managed through the Mon projet Québec portal.

IRCC — STANDARD

Study Permit — Standard Stream

8 to 16 weeks — Average IRCC processing time in 2026 for most countries. Apply online after receiving your CAQ. Biometrics may be required and add extra time.

SDS — ELIGIBLE COUNTRIES

Student Direct Stream (SDS)

2 to 4 weeks — Available for residents of select countries (Morocco, Senegal, etc.) who provide a GIC proof of funds, transcripts, and language results before applying.

PGWP eligibility reminder: To qualify for a Post-Graduation Work Permit (PGWP), your program must be at least 8 months long at a designated DLI. Programs at private colleges not on the DLI list do not qualify — confirm eligibility before enrolling.

Eligibility Requirements

To obtain a Canada study permit 2026, you must meet all of IRCC's eligibility conditions. A refusal frequently occurs when one condition is poorly documented — particularly proof of funds, ties to your home country, or medical admissibility.

Acceptance letter from a DLI

You must be accepted at a designated learning institution (DLI) recognized by provincial authorities. Without this letter, no application can be submitted.

Proof of sufficient funds

You must demonstrate that you can cover tuition, living costs, and return travel. IRCC generally requires a minimum of CAD $10,000 per year in addition to tuition fees.

Clean criminal record

You must not have a criminal record. A background check may be requested depending on your country of origin. A police certificate may be required.

Intent to leave Canada

You must convince the immigration officer that you intend to leave Canada at the end of your studies. Ties to your home country (family, employment, assets) are valued.

Medical exam if required

Depending on your country of residence or if you work in certain professions, a medical exam with an IRCC-designated physician may be required before approval.

Mandatory biometrics

Most applicants must provide their biometric data (fingerprints and photo). This step is completed at a designated centre in your home country.
