2. 2026 Reopening: What Has Changed

IRCC opened the interest-to-sponsor submission period for 2026 in January. Key points of this reopening:

• 15,000 new spots: IRCC has confirmed a quota of 15,000 admissions under the PGP for 2026, in line with the targets of the Multi-Year Immigration Levels Plan.
• Mandatory online platform: All interest-to-sponsor submissions must be made through IRCC's online portal. No mail submissions are accepted.
• Random selection: IRCC uses a random draw system among eligible submissions, then invites selected sponsors to file a complete application.

3. Required Income Threshold: MNI + 30%

The sponsor must demonstrate sufficient income to support themselves, their household members, and the people they wish to sponsor. The rule is the Minimum Necessary Income (MNI) plus 30%.

These thresholds apply to income over the last three tax years. The sponsor must show they met this threshold for the 3 consecutive years preceding the application — not just the current year.

4. Processing Times: 24 to 48 Months

The PGP is known for its long processing times. In 2026, the observed timelines are as follows:

• Phase 1 — Selection of interest-to-sponsor submissions: 2 to 4 weeks after the submission period closes
• Phase 2 — Filing the complete application: 60 days after IRCC's invitation
• Processing of the sponsorship application: 12 to 24 months for approved permanent residents in Canada
• Processing of the sponsored persons' file abroad: an additional 12 to 24 months depending on the visa office
• Approximate total timeline: 24 to 48 months from filing to obtaining PR

5. Strategy to Maximize Your Chances

Given the intense competition and long timelines, a proactive strategy is essential:

5a. Prepare the Complete File in Advance

A common mistake is waiting to be invited before starting to gather documents. Once invited, you only have 60 days to submit a complete file — not enough time to gather all documents, obtain certified translations, etc. Prepare everything in advance:

• CRA notices of assessment for the last 3 years
• Proof of status (PR or citizenship)
• Birth certificates of parents/grandparents
• Valid passports of the sponsored persons
• ID photos meeting Canadian standards
• Forms IMM 1344, IMM 5768, IMM 5669 (as applicable)

5b. Submit Your Interest to Sponsor as Soon as It Opens

Although the draw is random, submitting your interest within the first hours of opening avoids technical issues and ensures your file is properly registered in the system before the deadline.

5c. Confirm Full Eligibility Before Applying

Carefully check every eligibility criterion — sponsor, sponsored persons, income — before submitting. An interest-to-sponsor submission for an ineligible file wastes a valuable spot and can lead to future penalties.

6. The Super Visa: An Immediate Alternative

If PGP program timelines are too long for your family situation, the Super Visa for parents and grandparents offers a temporary — but very practical — solution:

• Validity: Up to 10 years (multiple entries)
• Length of stay per visit: Up to 5 years per entry (extendable)
• Eligibility: Your income must reach the MNI (without the sponsorship +30%)
• Processing time: Generally 4 to 8 weeks
• Medical insurance: Mandatory — from a Canadian company, minimum $100,000 in coverage

The Super Visa doesn't grant access to permanent residence, but it allows your parents to stay in Canada for a long time — including while your PGP sponsorship application is being processed, if you're selected.
