Self-employed workers
in Québec

Do you practise your profession on your own account and want to settle in Québec? The Self-Employed Workers Program may be a pathway, depending on your experience and your plan. We review your situation before any step.

Québec's Self-Employed Workers Program is for people who want to practise their profession on their own account in Québec. It leads first to Québec selection (CSQ), then to permanent residence through IRCC.

Basic requirements

According to the Government of Québec, including:

  • at least 2 years of experience in your profession, gained on your own account, within the 5 years before the application;
  • if your profession is regulated in Québec, an authorization to practise it or proof of recognition of equivalence;
  • a secondary-level diploma or higher;
  • an oral French level corresponding to at least level 7 of the Québec scale;
  • a net worth of at least CAD 100,000, with the legal origin of the funds shown;
  • a start-up deposit of CAD 25,000 (outside the Montréal Metropolitan Community) or CAD 50,000 (MMC territory).

Québec states that an application can be submitted at any time, with no maximum number. These conditions may change.

Québec selection and permanent residence

Québec selection (CSQ) does not give permanent residence: the permanent residence application is then filed with IRCC, which makes the decision.

Self-employed worker or entrepreneur?

This page covers self-employed workers. Entrepreneurs fall under a different program. To work as an employee, see the PSTQ.

How we can help

Pro Immigration can help you:

  • check whether your profession, your experience and your situation meet the conditions;
  • assess your activity, your settlement plan and your financial evidence;
  • prepare the file and the supporting documents;
  • submit the Québec selection application (CSQ) and follow the file;
  • then support you with the permanent residence application to IRCC.

We cannot guarantee Québec selection, the CSQ or permanent residence: the decision rests with Québec, then IRCC.
