The Provincial Nominee Program (PNP) allows provinces and territories to nominate people who want to settle there and obtain permanent residence. It is not a single program: each province sets its own streams and criteria.
How it works
According to IRCC:
- most provinces and territories take part; Québec and Nunavut do not offer a program;
- each province and territory has its own streams and criteria (profile, employment, education, experience, language, job offer depending on the stream);
- some streams are linked to Express Entry: a nomination adds 600 points to the CRS score, after which IRCC may invite you to apply;
- the other streams work outside Express Entry, with a permanent residence application filed after the nomination;
- the province nominates first; IRCC then processes the permanent residence application.
These rules are published by the governments and may change.
What about Québec?
Québec is not part of the PNP: it selects its own economic immigrants. See the PSTQ and the PEQ.
