Many permanent residence candidates hesitate between Express Entry (federal) and Québec’s Skilled Worker Selection Program (PSTQ). The right choice depends first on a simple question: where do you plan to live?
The basic principle
Québec selects its own skilled workers. As a general rule, if you plan to settle in Québec, the economic route goes through Québec selection (the PSTQ or another Québec program), followed by a federal permanent residence application. Express Entry, for its part, is for people who plan to live in the other provinces and territories. Always check the current rules before choosing.
What sets the two routes apart
- Who selects: IRCC for Express Entry, the MIFI for Québec;
- Ranking: Express Entry uses the Comprehensive Ranking System (CRS); the PSTQ uses its own grid and invitation rounds;
- French: it weighs heavily in Québec selection; it can also earn points in Express Entry;
- The final step: Québec selection is followed by a federal permanent residence application.
Which route for your profile?
- You want to live in Québec: focus on Québec programs, such as the PSTQ or the PEQ if you qualify;
- You want to live elsewhere in Canada: Express Entry is the route to study;
- You are French-speaking: study both depending on where you want to live, as French is an asset in both systems;
- You are undecided: clarify your life plan first, as it determines the route.
Mistakes to avoid
- Creating a profile in the wrong system without checking its rules;
- Neglecting language tests: their validity and level are decisive;
- Ignoring rule changes: programs change often and invitations vary.
