Hundreds of international graduates are receiving unexpected PGWP (Post-Graduation Work Permit) refusals in 2026 for a single reason: missing language test results. If you are in this situation, recourse options exist and we can help you act quickly and effectively.
What Is Happening?
Since late 2024, IRCC updated PGWP requirements to make language test results mandatory (IELTS, TEF Canada, CELPIP). Many graduates have received refusals solely for this reason, even though their application was otherwise complete.
Who Is Affected?
- You submitted a PGWP application between November 2024 and May 2026
- Your degree is from a Designated Learning Institution (DLI)
- Your refusal letter mentions "insufficient language evidence" or "no language test results"
- You were unable to upload IELTS/TEF/CELPIP results during submission
⚠️ URGENT: You have 90 days from your refusal date to maintain legal status in Canada. After that, status restoration becomes necessary.
Accepted Language Tests
| Test | Required Level | Validity |
|---|---|---|
| IELTS Academic / General | CLB 7 (6.0+) | 2 years |
| TEF Canada | CLB 7 | 2 years |
| CELPIP General | CLB 7 | 2 years |
| TEF (Alliance Française) | NCLC 7 | 2 years |
Your Options After a Refusal
Option 1 — Resubmit with Language Results
If your study permit is still valid (or in implied status) and the only reason for refusal was missing language results, you can resubmit a complete application immediately with your test scores.
Option 2 — Request Reconsideration
An IRCC reconsideration request can be submitted if your refusal is based solely on missing language results. This requires a well-structured support letter prepared by an authorized representative.
Option 3 — Alternative Work Permit
A closed work permit with an employer offer or International Mobility Program permit can maintain your work authorization while your PGWP situation is resolved.
