IRCC is currently consulting on the biggest Express Entry reform since 2015: merging 3 streams into one, mandatory CLB 6 for all, and introducing a salary factor into the CRS score. The consultation closes May 24, 2026. Here is what changes — and what you should do right now.

3 Major Proposed Changes

1. One Stream Instead of Three

The FSW (Federal Skilled Worker), CEC (Canadian Experience Class), and FST (Federal Skilled Trades) streams would be merged into a single Express Entry pathway. Core eligibility criteria would remain similar, but CRS weighting would be adjusted to remove stream-specific advantages.

2. Minimum CLB 6 for Everyone

Currently, FSW requires CLB 7 and CEC requires CLB 5-7 depending on NOC level. The proposed reform would impose a minimum CLB 6 in all 4 skills (IELTS: 5.5+) for all applicants. Candidates currently in the pool with CLB 5 on some skills need to plan a re-test.

3. Salary Factor in CRS

A new salary-based component would be added to the CRS. Positions above provincial median salary would earn bonus CRS points, favouring candidates with high-value job offers or current employment in well-paid sectors.
