1. Higher Penalties for Non-Compliant Consultants
The CICC now has enhanced disciplinary powers:
- Maximum fines raised to $50,000 for serious Code of Professional Conduct violations
- Immediate suspension possible without prior hearing when client risk exists
- Mandatory publication of disciplinary decisions on the public register
- Accelerated investigation procedures: decision rendered within 90 days of the complaint
2. Compensation Fund for Affected Clients
An important measure for clients: the creation of a compensation fund:
- Clients who suffered proven financial harm caused by an RCIC can apply for compensation
- Compensation cap: up to $25,000 per file
- Claim deadline: 2 years after the events
- The fund is financed by annual CICC member dues

3. Expanded and More Transparent Register
The public RCIC register will be enriched with new information:

4. Strengthened Continuing Education Requirements
CICC members must now:
- Complete 16 hours of continuing education per year (up from 12)
- Mandatory inclusion of 4 hours on professional ethics and client protection
- Document and submit training proof within 30 days after year-end
5. Mandatory Standardized Service Agreements
From July 15, 2026, every RCIC must use a service agreement compliant with the CICC standardized model, including:
- Detailed description of services provided and excluded
- Fee schedule and refund conditions
- Estimated processing timelines
- Complaint procedure and CICC contact information
